Driving Oman’s energy future

OQEP holds a unique position to sustainably maximise value from Oman’s energy resources. Our high-value assets, world-class expertise, and record-breaking growth propel OQEP to continue exploring potential in its staff and producing wealth for the nation. OQEP witnessed phenomenal growth in the past 15 years leading to the current production rate of 249,000 boepd, making it a significant contributor to the economy of Oman.

Our strategic goals, aligned with Oman’s Vision 2040, focus on monetizing the country’s hydrocarbon resources while supporting the energy transition. With sustainability at the forefront, OQEP boasts one of the lowest emission intensity ratios globally, currently at 15 kg CO2e/boe. We remain committed to reducing emissions to achieve net-zero by 2050.

Additionally, stimulating the local economy is central to our sustainability initiatives, which include developing local talents and supporting our CSI projects to increase our contributions to In-Country Value.

Mahmoud Al Hashmi

Our Executive Management

Our executive management team combines deep industry expertise with extensive experience in oil and gas, government, and financial services. With a hands-on approach, they are dedicated to driving OQEP’s growth and nurturing a culture of innovation and excellence, ensuring our continuous evolution and success.

Mahmoud Al Hashmi

Chief Executive Officer

Mahmoud Al Hashmi is the Chief Executive Officer and serves as Chief Operating Officer at OQEP and he has been with the OQ Group Companies since 2010. He has approximately 26 years of experience in quasi-private and private companies and has worked in multidisciplinary and diverse environments, both onshore and offshore. Mahmoud has extensive experience in technical, managerial and commercial aspects.
Prior to his current role, Mahmoud held positions at the Company as Vice President (Operated Assets), Managing Director at Musandam Oil & Gas Company LLC, Deputy General Manager at MEDCO LLC and Well Delivery Senior Manager at OOCEP.
He holds a Bachelor of Science (BSc) degree in Mechanical Engineering from Sultan Qaboos University (Oman), a Master of Science (MSc) degree in Petroleum Engineering from Heriot-Watt University (UK) and a Master of Business Administration (MBA) degree from the University of Strathclyde (UK). Additionally, he has completed the National Collaborative Leadership Programme, organised by the Diwan of Royal Court at Oxford Business School (UK) and IMD Business School (Switzerland).

Khalid Al Qassabi

Acting Chief Financial Officer
Khalid Al Qassabi is the Acting Chief Financial Officer at OQEP SAOG and has been
working in OQ Group subsidiaries in key finance leadership roles for over 20 years. He
brings extensive experience in corporate finance, capital markets, and operational
leadership across the energy sector.
Prior to his current role, Khalid was CFO of OQ Gas Networks (OQGN SAOG), leading
Oman’s first SEC Rule 144A compliant IPO and a USD 1.2 billion Sharia-compliant
refinancing, as well as establishing the company’s Investor Relations function. His earlier
experience includes senior finance roles at OQEP, Falcon Oilfield Services, SLB, and
PricewaterhouseCoopers.
He holds a BA in Accounting and Finance from the University of Leeds (UK), where he
studied on a full scholarship.

Anwar Al Kharusi

Chief Executive Commercial

Anwar Al Kharusi serves as a Chief Executive - Commercial for the Company. He has been employed with the Company since 2009. He is a petroleum executive with 31 years of industry experience, working both locally and internationally with oil and gas companies, and has closely interacted with governmental authorities, banks and investment boutiques. Anwar served as a board member in the international integrated oil and gas company MOL Group from 2014 to 2019. He has built up technical, business and commercial capabilities through roles at PDO, Shell, MEM, MOL Group, and the UK-based consulting firm Knowledge Reservoir UK.
Anwar’s expertise includes oil and gas mergers and acquisitions, management of publicly listed corporations, new investment and divestment transactions, H2 and renewable power conceptualisation, as well as drilling operations, well and reservoir management, and field development planning, execution and investments.
He holds a Bachelor of Science (BSc) degree in Physics from the University of Bristol (UK), a Doctorate (PhD) in Petroleum Engineering from the University of London (Imperial College London, Royal School of Mines) (UK), and an Executive Master of Business Administration (MBA) in European Studies (Economic, Legal and Diplomatic Studies) from the University of Szent István, Faculty of Economics and Social Sciences (Hungary). Anwar also completed a one-year Business Leadership Programme with London Business School in 2013 (UK).

Jamal Al Naamani

Acting Chief Operating Officer

Jamal Al Naamaniserves as Acting Chief Operating Officer and Vice President of Project Delivery at OQ Exploration and Production SAOG, bringing over 30 years of leadership and operations experience across the upstream, midstream, and downstream sectors of the energy industry. He has held several leadership roles across OQ Group, including Head of Project Delivery, Duqm Refinery and Petrochemical Industries in India and UK, while also leading the development of the company’s assets in Block 60 and the Musandam cluster and oversaw exploration and appraisal programs in other blocks. He is also currently a board member of Marsa LNG, the Tender Board, and Social Community Investment, among others. Previously, Jamal held senior technical and leadership roles at OQ Group, Petroleum Development Oman, and Shell in Nigeria, where he led field development programs and infrastructure projects. Jamal holds a bachelor’s degree and a Higher Diploma in Civil Engineering, as well as a Diploma in Accounting and Business. He has completed a wide range of advanced leadership and development programs.

Said Al Hashmi

Chief Executive People, Technology and Culture

Said Al Hashmi serves as Chief Executive People, Technology & Culture for the Company. He is a result-oriented senior Human resources practitioner with more than 15 years of experience in the energy sector and in Oman’s government sector. His work has seen him ably contribute to talent attraction, development and retention strategies in Oman, Middle East, SE Asia and Europe. He brings deep commercial insight, analytical, budget-oriented and compliant approach to his responsibilities. This award-winning professional holds a Master’s in E-(HR) training from University of Technology Sydney, a BSc from SQU and a diploma in education among several major qualifications. Said has led the integration of Oman`s pension funds into one sustainable scheme. He has been Deputy General Director of Professional Development in the Ministry of Education and was Head of Technical Supervision in its Science and Math Department.

Yaman Samman

General Counsel

Yaman Samman serves as the General Counsel for the Company. He is a seasoned player in OQEP, having joined the group in 2012 and having delivered different projects of the company. A meticulous and result-oriented Lawyer with over two decades of experience, Yaman boasts a strong background in commercial and technical transactions, specializing in construction projects, oil and gas, renewable energy, contractual claims and dispute resolution.
Yaman’s reputation precedes him as a dynamic force, characterized by a commercially astute mindset and an unwavering commitment to tangible outcomes. He has effectively led and overseen legal activities in a hands-on environment. He is an effective team collaborator who has been motivating and mentoring other team members from different backgrounds.
He holds a Bachelor of Arts of Law from the University of Damascus (Syria), a Diploma in Graduate Studies majoring in Private Law, a University Diploma majoring in Diplomatic and International Relations and a Master`s Degree in Law from Beirut Arab University (Lebanon) and a Master Degree of Economics and Social Sciences majoring in Banking, Finance and International Trade from the University of Bordeaux IV (France).
