In Country Value

At OQEP, In-Country Value is a core corporate KPI embedded in our procurement process, advancing Oman’s Vision 2040 by supporting national goals for localization and diversification. In collaboration with MEM, OIA, and OPAL, we continue to enhance our ICV tools, reporting, and frameworks to sustain and expand ICV impact across the Sultanate’s economy.

WHAT IS C7?

C7 is a standard contractual document used in Oman’s oil and gas sector to integrate In-Country Value (ICV) requirements into contracts. It requires contractors to commit to and deliver measurable ICV outcomes, including Omanization, local procurement, SME engagement, and supplier development. The document sets clear targets, reporting obligations, and compliance requirements throughout the contract duration, in line with the framework issued by the Ministry of Energy and Minerals.

Contractor Contribution to ICV

ICV Plan Submission

Bidders shall provide a detailed ICV Plan covering all applicable ICV elements as a part of their tender package.

SME Participation

Wherever applicable Specific scopes to be allocated to Riyada-certified SMEs using the national e-tendering platform through (Business Gateway).

Omanisation

Suppliers shall meet or exceed the defined Omanization targets in their contracts and comply with all relevant government mandates including but not limited to the Omanized Jobs List, Isteefa certification.

Monitoring & Reporting via MARS​

Suppliers shall submit quarterly ICV performance reports through the Monitoring and Reporting System (MARS).

Local Sourcing​

Preference is given to Made-in-Oman products
and services, and mandatory lists apply. ​

Verification & Audit​

enforce corrective measures for non-compliance.​
